Norway Opens its Money Bag for Greece: Norway reopens its EEA contributions to Greece after the Greeks breach of contract. Norway, Iceland and Lichtenstein suspended the paying, because Greece broke their commitments to the agreement. The payments which were suspended, were for the period 2004-2009. Aboud 13 million NKR were paid. The problem was that Greece could not give an account for the use of the money. The rest, about 235 million NKR, were frozen (ABC Nyheter, 08.08.2011).
It is not known what caused the Greeks to regain confidence. A peace agreement between two parts, within western culture (which is built on original Jewish Law), is understood to be a declared, binding agreement, for generations, to which both parts agree and have to comply with the 'rules'. Both parts have something they can live with or respect as a solution to proceed.
In the Arab world, peace agreements, however, are something quite different than in the West. Peace agreements may last until the overthrow of the leader of the tribe, clan or sect (i.e., the Alawi, the Assad family, Syria,Twelver Shi'ism, the Hashemite kingdom of Jordan) or regime (i.e., late President Mubarak of Egypt). Abba's PA/Fatah/Hamas have for years broken their commitments to the agreements and have not given a satisfactory account for the use of the money - for all that, they still receive financial aid.

While the Palestinian Authority bemoans its cash-strapped state and pleads with donor nations to make good on their pledges, its government continues to pay monthly salaries to convicted terrorists serving time in Israeli prisons.
Members of the U.S. Congress last week were given documentation on the PA's support for imprisoned terrorists. The report
was presented by the Palestinian Media Watch, a watchdog group that translates Arabic-language newspaper articles and broadcasts. The organization enables people around the world to see the difference between the claims PA leaders make in English and Hebrew in public forums, and their statements to their constituents in their own language.
The report informed the lawmakers that the PA government is using funds from its general budget to pay the monthly salaries of the imprisoned PA Arab and Israeli Arab terrorists under a law passed in April that simply “formalizes what has long been a PA practice.” The total amount spent by the PA government on terrorist prisoner salaries is a whopping $5 million-plus, according to the PMW report.
In addition, the group documented the ways in which the PA actively honors those who are serving life sentences for murder. The government has repeatedly honored such terrorists by naming summer camps and schools after them.
U.S. Representative Trent Franks (AZ-R) said bluntly that he could not back funding for the PA after hearing the report. “I cannot support sending millions of American taxpayer dollars to such an organization, especially when they are currently paying salaries to over 5,500 terrorists sitting in Israeli prison,” he was quoted as saying by Fox News
“No American funds to the West Bank were ever to be made available for the purpose of recognizing or otherwise honoring individuals who commit or have committed acts of terrorism. U.S. Threatens to Halt Gaza Aid Over Hamas Audits
The State Department sent a message to Gaza's Hamas leaders on Thursday that it would withdraw some $100 million it is spending in Gaza on health care, agriculture and water infrastructure if they did not back off a demand to audit the books of American-financed charities operating there. The threat, delivered via an intermediary, came after Hamas officials suspended the operation of the International Medical Corps on Sunday for its refusal to submit to a Hamas audit at the charity's site.
Early this year, Hamas asked all such groups to register with the central government, pay a fee and submit financial reports. U.S. policy forbids direct contact with Hamas, labeled a terrorist group. As a result, on-site audits by Hamas officials would lead to suspension of aid, American officials said (Ethan Bronner, New York Times) . U.S. report recommends ending loan guarantees to Israel at end of 2011, (Haaretz, 28.07.11): One of the main issues the OIG team dealt with on its visit in Tel Aviv was the loan guarantee package the United States granted Israel in 2002. The Americans gave Israel loan guarantees of up to $9 billion in world banks to help its economy over the recession.
A condition of the guarantees was that Israel would not use the money for construction in the settlements. The OIG report says the embassy "devotes considerable time to monitoring Israel's compliance with conditions in the loan guarantee agreements," especially as the program has "accomplished its purpose - stabilizing Israel's economy."
The US loan guarantees (JPost, 08/07/2011): "Standard & Poor’s decision on Friday to cut the long term US credit rating may spur Washington to stop its loan guarantee program to Israel. The recommendation to end this important piece of US economic assistance should raise eyebrows and questions about the effects it might have on the Israeli economy.
...However, the change in attitude may also be related to a January 2010 interview with PBS in which special envoy George Mitchell claimed America might use the loan guarantees as leverage to end Israeli housing construction in the West Bank. If the intention to end the program represents a policy shift by the State Department and pressure against Israel to end construction in the West Bank, this should be viewed as an important development.
The loan guarantee program is seen by US Jewish organizations and American diplomats alike as a highly successful and efficient way to aid Israel at no cost to US taxpayers."

”Unfortunately, for over a decade the State hasn't invested a shekel in the settlements. Not roads, not infrastructure and not development plans. Not only is there no state investment in the parts of the Land of Israel invaded by King Abdullah in 1948 (with the generous help of Britain) and liberated by the Israel Defense Forces 19 years later, but the State of Israel also absolutely blocks private investment and does not authorize any new construction there.
In my community, three young families now share a divided house that used to house one family. Each family pays rent for its third equal to the rents paid in Israel's center. The high rents are not the result of an authentic shortage similar to what people are complaining about in Tel Aviv: it is the result of deliberate policy. The only funds allocated to the municipalities over the Green Line are those earmarked for basic municipal functions such as upkeep of roads and sidewalks, transportation for students and the like. This is the same funding that all municipalities in Israel receive (How Much Do They Cost Us? : By Moshe Feiglin, Ma’ariv, Aug. 7,11).

Revived Mujahidin Faction Emerges in Gaza
Ansar Al-Mujahidin, a new break-away armed faction with declared links to Fatah, has emerged in Gaza, claiming to have thousands of members. The group's spokesman, Abu Bilal, said this week that the group had previously existed under the name Kataeb Al-Mujahidin, and had claimed responsibility for numerous attacks on Israelis in 2009 and 2010. "Mujahidin" means "holy warriors."
"We have successfully executed many jihad missions against Israel, our enemy, and we have given so many souls to Palestine because the Israeli enemy has assassinated many of our leaders and leading members," he said. Abbas' Vision of an Ethnically Cleansed Palestinian State
PA leader Mahmoud Abbas told visiting U.S. congressmen that the independent Palestinian state he says he wants will have no Jewish settlements. This demand for an ethnically cleansed Palestine would mean the forced removal of all Jews living in the territories. Since he is calling for that state to exist in all of the territory of the West Bank, Gaza and the part of Jerusalem that was illegally occupied by Jordan from 1949 to 1967, that would mean in theory the eviction of over half a million Jews to accommodate his ambition.
For the PA, the desire to remove the Jews stems more from ideology than pragmatism. Expunging every vestige of the Jewish presence is inextricably tied up in the enterprise of Palestinian sovereignty. Any Israeli who would call for the expulsion of Arabs from Israel is rightly branded as an extremist. Yet few in the West think there is anything odd about the fact that the Palestinians' vision of a two-state solution is to have one state with both Jews and Arabs and one Arab state where all Jews have been thrown out (Commentary).

In the words of Yitzchak Reuven, the Tempel Institute: "For over 1800 years Israel has cried to G-d and entreated G-d to enable her to return to the land of Israel, to return to the city of Jerusalem, and to rebuild the Holy Temple. For centuries G-d's silent reply was a nod to Israel to continue to lament on the 9th of Av, to continue to entreat G-d. But then in 1967, during the miraculous Six Day War, G-d did return Jerusalem to Israel. The Temple Mount - Mount Moriah - was back in Israel's hand, as during the day of King David. Was this, then, the time to desist from business as usual? Was this the time to stop our crying on the 9th of Av?
For now that the place of the Holy Temple was back in our hands, and despite all of the incredibly difficult obstacles that still remain strewn across the path of rebuilding the Holy Temple, to continue to cry as if nothing happened, as if G-d had not just now answered our entreaty of nearly two millennia, WOULD BE TO CRY FOR NO REASON, just as we did in the desert when we harkened to the spies (Numb. 14:1). When G-d removes that reason (to cry), when He has answered your pleas, whether to your satisfaction or not, it is no longer the time for your tears."
Moshe, the paradigm of humility and faith, was able to accept with dignity G-d's final answer of "No" (to enter the land, Deut 3:23-28). We of this generation have been blessed to receive G-d's final answer of "Yes." It behooves us to dry our tears and harken to the words of our master Moshe, and to begin the task of reestablishing G-d's house, "a house of prayer for all nations."

PA Slams Israel's New Housing Starts:
The Palestinian Authority has slammed Israel's effort to relieve its housing shortage in two towns in Judea and Samaria. Of the 6,900 units to be provided throughout the country, less than 300 will be earmarked for two towns in Judea and Samaria: Beitar Illit, and Karnei Shomron.
It is specifically these 294 housing units that set off the firestorm in the PA administration, prompting the Ramallah-based government to renew its vow to seek recognition of independent sovereignty from the United Nations -- and find
not to negotiate with Israel. “This decision is another reason calling on us to go to the United Nations and the Security Council to ask for recognition of the state of Palestine and gaining full membership for it in the United Nations,” said Nabil Abu Rdaina, a spokesman for PA Chairman and Fatah leader Mahmoud Abbas.

10-month freeze on Israeli construction
in Judea and Samaria that began November 2009. A de facto freeze was also
imposed in areas of Jerusalem
desired by the PA for its hoped-for new country. With only one month remaining on the moratorium, Abbas grudgingly agreed to meet with Prime Minister Binyamin Netanyahu after intense pressure from the White House – but after three “photo op” meetings refused to negotiate unless the prime minister agreed to renew the building freeze as a precondition for talks (INN, 18/07/11).
Israel Will Advance Plans for Homes in Disputed Area
: Israel said it is advancing public construction projects for thousands of new homes in contested East Jerusalem in response to a wave of domestic protests over the cost of living. Israel is accelerating building plans to ease a housing shortage that has pushed real-estate prices up by more than a third in three years, triggering mass demonstrations nationwide.
An aide to Israeli Interior Minister Eli Yishai, spokesman Roei Lachmanovich, said the project approvals in East Jerusalem are meant to satisfy the public outcry in Israel about a lack of affordable housing. "We need to build in Jerusalem. There is no room in the center of Jerusalem, so we are building in these places.''
Israel considers East Jerusalem, which it captured and annexed after the 1967 Arab-Israeli war, part of its sovereign territory (Wall Street Journal).

US Slams Israeli Construction in Ariel: The United States slammed Israel's approval of 277 new homes in Ariel saying it was unhelpful to the process to try to get both parties back to the table," US Embassy spokesman Kurt Hoyer said.
Palestinian Authority Spokesperson Ghassan Khatib called recent building announcements by Israel an "escalation" and called on the international exert more pressure on the Jewish state. In a joint announcement made by the US, Russia, the EU, and the UN the quartet says that “They are very concerned over the promotion of new construction plans in Ariel and in East Jerusalem.” (INN, 8/16/2011).
Jordan: A Demand to Expel Israeli Ambassador:
Jordanian members of parliament have demanded the expulsion of the Israeli ambassador in Jordan due to construction in the Jewish towns of Judea and Samaria, and in condemnation of the construction in Jerusalem. In early June this year, hundreds of political activists and opposition party representatives marched in Amman with similar demands, to “Protect PA Arab land” (INN, 8/15/2011).

Israel, the Palestinians, and the UN General Assembly,
The 1995 Israeli-Palestinian Interim Agreement, also known as Oslo II, clearly established that "Neither side shall initiate or take any step that will change the status of the West Bank and the Gaza Strip pending the outcome of the Permanent Status negotiations" (Article 31).
The European Union actually signed Oslo II as a witness. How can the EU then support a Palestinian initiative at the UN which violates this core commitment in an international agreement, when the EU itself is a signatory to the agreement in question? Can EU countries go ahead and recognize a Palestinian state when they then become active participants in changing the status of the territories whose fate is supposed to be determined only by negotiations?
Moreover, because the Palestinians would be violating a signed international agreement with Israel by going to the UN in pursuit of unilateral change of the status of the West Bank and Gaza, they would be engaging in a clearly illegal act.
There are implications from this for how states treat the issue of recognition. For example, s
tates strictly adhering to international law would have grounds to deny recognition to a Palestinian state. After all, there is a general principle of law, noted by Professor Malcolm Shaw, that an "illegal act cannot produce legal rights." Furthermore, according to the Second Restatement of the Foreign Relations Law of the United States (1981), a state is required not to recognize or treat as a state any entity which has "attained the qualifications of statehood in violation of international law."
Paragraph 4 of Article V of the 1993 "Israel-PLO Declaration
of Principles,"was included into the Israel-PLO agreement, apparently, to allow Israel to reverse the situation if needed. It stated: "The two parties agree that the outcome of the permanent status negotiations should not be prejudiced or preempted by agreements reached for the interim period." That means that Israel has all legal rights to return to any place that was under her control before it was transferred under the jurisdiction of the PA.
The terms "Palestinian territories" and "occupation:"
The terminology implies that the "territory" legally belongs to the "Palestinians," while in reality from the standpoint of the international law it is a disputed territory. Since it is a disputed territory, already mentioned Article V of the "Declaration of Principles," allows it to fall under Israel's jurisdiction. By using indiscriminately the ambiguous terminology they make an attempt to prejudice the fate of the disputed land (Op-Ed: Obfuscation of Truth (Reading Mitchell´s Report, INN, 23/05/01).
Psalm 30:12-13 ”You have turned my lament into dancing for me; You loosened my sackcloth and girded me with joy. So that my soul will sing praises to You and not be silent. O Lord, my God, I will thank You forever.” In this Psalm, David praises HaShem, because He saved him from death. All pious people must praise Hashem, Who will turn weeping into joyful singing. David is giving thanks to HaShem BECAUSE He THROUGH DISTRESS SAVED him FROM FALSE SAFETY, and that is why David and all Israel in the very near future will thank Him FOREVER!
Isaiah Ch 30:
In the words of Rabbi Avraham Greenbaum:
"The contemporary parallel to the ancient "pro-Egyptian" party in Jerusalem is obviously the sizeable number of Jews today who believe that Israel is totally dependent upon the favor of America and other temporal powers for its survival, when the truth is that Israel's only true supporter is HaShem, and the only way to elicit His favor and compassion is through repentance, prayer and the fulfillment of His Torah.
And you shall draw water with joy from the fountains of the salvation.
And you shall say on that day, "Thank the Lord, call in His Name, publicize His deeds among the peoples; keep it in remembrance, for His Name is exalted.
Sing to the Lord for He has performed mighty deeds; this is known throughout the land.
"And the strength of Pharaoh shall be for shame and the trust in the shadow of Egypt for confusion" (Isaiah 30:3). The shuttle of treasure-bearing asses and camels carrying bribes down to Egypt (30:6) is reminiscent of the endless shuttle of briefcase-bearing Israeli officials trying to curry favor in Washington and other capitals. "For Egypt shall help in vain and to no purpose" (30:7).
