UN endorses Goldstone Report:
Scathing Gaza war report to be transferred to Security Council, where US veto is expected, after 114 states endorse it in Thursday's UN vote; only 18 states object to report's adoption, 44 states abstain
The United Nations General Assembly voted Thursday in favor of endorsing the Goldstone Report on the Gaza war in full – 114 states voted in favor of the report, while 18 objected and 44 abstained. Discussions of the report, which accused both Israel and Hamas of committing war crimes in the course of Operation Cast Lead, got underway Wednesday, with 15 envoys delivering speeches ahead of the vote.
During the past 24 hours, Arab states attempted to reach a compromise with European and other countries that were unwilling to endorse the proposal. Western states attempted to moderate the Arab proposal but failed to do so, as the Arab bloc decided to submit the proposal for a vote as is, while taking advantage of the automatic majority possessed by Muslim and non-aligned states at the UN

The Organization of the Islamic Conference is a religious and political organization. Close to the Muslim World League of the Muslim Brotherhood, it shares the Brotherhood's strategic and cultural vision: that of a universal religious community, the Ummah, based upon the Koran, the Sunna, and the canonical orthodoxy of shari'a.
The OIC supports all the jihadist movements considered to be resisting "foreign occupation," including those in "occupied" Indian Kashmir, and condemns the "humiliation and oppression" of Muslims in India.

The West's proxy war against the Jews:

Goldstone is crystal clear in his Washington Post disavowal
of the report’s accusations of intentional killing by Israel of non-Hamas Palestinians: “civilians were not intentionally targeted as a matter of policy.” On the other hand, Hamas’s rockets “were purposefully and indiscriminately aimed at civilian targets.”

But why didn’t Goldstone and his fellow judges know?
Well, for one thing, two of his three companions on the U.N. Human Rights Council judicial panel on Gaza, Christine Chinkin of the London School of Economics and Hila Jilanu, a Pakistani jurist, had already condemned Israel even before the hanging court had been formed. And Richard Falk, the Council’s designated rapporteur on Israel, has been nothing less than an enemy of the Jewish state for decades.
It took The New York Times fully two days to publish anything in print (and, by the way, only on an inside page) about Goldstone’s sudden repudiation of his work. (Up to a few weeks ago he was peddling his old wares to anyone who would buy.) Is this the Times’s way of saying that such a recantation really has little meaning? But, of course, it is not only the Times which is allergic to admitting the falsehoods to which it gave currency and gave that currency altogether without scrutiny.
There should be many shamed faces in the crowd. The foreign high priest of the Palestinian cause is Desmond Tutu who, like his rival Jimmy Carter, finds no charge against Israel too preposterous to leave to, well, the gagasphere. But they have neither been heard from on Goldstone nor explained their silence.The Financial Times, which is the most consistent and hyperbolic critic of Israel in the United Kingdom, initially went bananas in praise of the Goldstone Report. It has not been heard from since the jurist’s own mea culpa. The human rights organizations? Richard Goldstone Recants a Blood Libel By Martin Peretz (Jewish World Review, April 6, 2011).
Judge Richard Goldstone also calls upon the UNHRC to condemn the ongoing terrorist attacks against Israel. “Hundreds more rockets and mortar rounds have been directed at civilian targets in southern Israel,” Goldstone writes. “That comparatively few Israelis have been killed by the unlawful rocket and mortar attacks from Gaza in no way minimizes the criminality. The U.N. Human Rights Council should condemn these heinous acts in the strongest terms… So, too, the Human Rights Council should condemn the inexcusable and cold-blooded recent slaughter of a young Israeli couple and three of their small children in their beds.”
Israeli Victims of Hamas Rocket Attacks Testify before UN Committee:
The International Association of Jewish Lawyers and Jurists (IAJLJ) succeeded in facilitating a video-conference which enabled Israeli victims to testify before the committee. Israeli victims of rocket attacks were thus given the opportunity to present evidence of terrorism and war crimes committed by Hamas against Israel, which has been largely disregarded by the UNHRC and the international community. During the Gaza conflict, Hamas fired over 750 rockets and mortars into Israel and put the lives of millions of Israeli civilians at risk.
The UN Committee of Independent Experts Report
The UNCIE’s findings were published and submitted to the UN Human Rights Council in a final report on March 18, 2011. Contrary to the original Goldstone report, which unequivocally accused Israel of war crimes and excluded little reference to Hamas’ human rights violations, the UNCIE’s latest account contained unprecedented statements concerning these violations. “… The Committee remains concerned that no investigations have been carried out into the launching of rocket attacks against Israel. It considers that the de factor authorities [Hamas] should make genuine efforts to conduct criminal inquiries and to hold accountable those who have allegedly engaged in serious violations of international humanitarian law by firing those rockets”
Jerusalem Institute of Justice is pleased with the outcome of the report and Goldstone’s retraction of his post-Gaza war findings. JIJ attributes these unpredented results in-part to the video-conference held between the UNCIE and Israeli victims of Hamas rocket attacks.
Reading the Goldstone report shows that Hamas is never accused of responsibility for terrorism and firing rockets. Rather, nebulous "Palestinian armed groups" are responsible. For that reason the Committee did not find Hamas responsible of the rocket and terrorist attacks against Israel, despite the fact that the Hamas leadership boasts of their responsibility for these attacks in videotapes on their websites. The issue of Hamas' invisible responsibility for war crimes shows that the report is a masterpiece of deception and manipulation whose only intention is to frame Israel for war crimes and exonerate Hamas.
Israel may send Qassam victims abroad:
One of the possible delegates is Osher Twito, who was severely injured and lost his leg in 2008, when he was eight years old. Yossi Haimov, who was 10 when he was severely injured by a Qassam rocket in 2008, is another possible choice. Dr. Mirela Siderer, who was injured by a Grad rocket at Ashkelon's mall, may also be sent as a delegate. Siderer is one of the better-known victims of rocket attacks due to her testimony before the Goldstone committee sent to investigate the war (Ynet News, 04.06.11).
Goldstone Stops Halfway, Will Not Retract Report:
Judge Richard Goldstone will not retract his anti-Israel report on alleged IDF war crimes, despite his
that Israel did not intentionally attack civilians. His refusal comes hours after he said he will
in July because he “loves” the country.
The retired judge headed the U.N. Human Rights Council panel that damned Israel and barely mentioned Hamas in its investigation of Israel’s counterterrorist Operation Cast Lead defensive campaign two years ago.
He told the Associated Press that he was misquoted by Interior Minister Eli Yishai, who said in a telephone call that Goldstone would retract the report.
Israel and most Jewish leaders in the Diaspora castigated Goldstone for his 2009 report that Israel intentionally attacked Gaza civilians, many of whom Hamas terrorists used as human shields while attacking Israel with thousands of missiles and mortar shells. Pro-Arab groups, including
, supported the Goldstone Report.
He wrote in The Washington Post last week that he was wrong
but told AP, “I have no reason to believe any part of the report needs to be reconsidered at this time." He added that “further information as a result of domestic investigations could lead to further reconsideration.”
Victor Gordon, Chairman of the Pretoria Council of the South African Jewish Board of Deputies, said that one lesson learned from the mistaken report is not to trust mainstream media. “The rush to judge Israel in the most critical terms is legendary, with some organs of the media more guilty than others. However, the overwhelming tendency to portray Israel in the most negative light is an ignominious epitaph that will adorn the media's headstone for years to come,” (INN, 04/06/11).
No wonder Hamas isn’t scared:

The Goldstone Report implies and claims that the Izz al-Din al-Qassam Brigades, Hamas’ military-terrorist wing, is not under the control and authority of the Hamas de-facto administration and its “political” leadership, and for that reason the Committee did not find Hamas responsible of the rocket and terrorist attacks against Israel.
Those “responsible,” according to the report, are anonymous operatives in the field whose names are revealed only after they have died and find their way onto Hamas posters of “shahids,” and when bringing them to trial at the International Criminal Court in the Hague is no longer relevant.
Even Hamas rejects the Committee’s interpretation and does not bother to hide the fact that the “military wing” answers to the “political wing” and that the two are inextricably bound up. Ismail Haniyeh explained in an interview in 2007 (and there are many other examples) that “Hamas is the jihad wing of the Muslim Brotherhood in Palestine,” and that it was a military wing.
When asked what the connection was between Hamas and its military wing, the Izz al-Din al-Qassam Brigades, he said that “the Izz al-Din al-Qassam Brigades are part of the Hamas movement, but security considerations require the separation of politicians and military men, and that is what has happened during the past 10 years, but both the politician and the soldier (sic) have to carry out the movement’s policies.”
It does not seem that ignorance was responsible for the way the Goldstone Committee ignored the direct connection between Hamas and “Palestinian armed groups.” It is a fair assumption that its bias was deliberate and that the Committee’s curious methodology no less than its “ignorance” were behind the way it took statements from Palestinian “eyewitnesses” failing to ask basic questions on terrorist activities during the war.
Why aren’t Hamas leaders worried by the report? The reason can be found in a speech Ismail Haniyeh made on October 14, 2009 to Palestinians wounded during the war. He said, “We bless the committee, we gave it everything it needed to investigate, as well as documents which helped publish it in its present form. Occasional comments here and there about the resistance (sic) and the right of the Palestinian people to defend itself do not mean that we do not support the Report.” (Ynet News, 10.21.09).
Interview with One of Ezzedeen Al-Qassam Brigades Field Troops: Over the past few years, Ezzedeen Al-Qassam Brigades (EQB) has maintained the leading role among Palestinian resistance factions. In a study conducted by Al-Arabi Center for Research and Studies, statistics show that the EQB resistance activities resulted in 47% of total enemy deaths and 44.5% of total enemy injuries. The second resistance faction achieved 20.1% of enemy deaths and 21.8% of injuries. These statistics cover all resistance activities during the first 3 years of Al-Aqsa Intifada (Al Qassam, 09-12-2006).

With so much (though not all) of the civilized world justly condemning (or ignoring) the Goldstone report for its distortion of the facts and its one-sided condemnation of Israel, Richard Goldstone himself now seems to be backing away from the report's conclusions--at least when he speaks to his Jewish audiences.
In an interview with The Jewish Daily Forward, Goldstone denied that his group had conducted "an investigation." Instead, it was what he called a "fact-finding mission" based largely on the limited "material we had." Since this "material" was cherry-picked by Hamas guides and spokesmen, Goldstone acknowledged that "if this was a court of law, there would have been nothing proven." He emphasized to the Forward that the report was no more than "a road map" for real investigators and that it contained no actual "evidence," of wrongdoing by Israel (Huffington Post, Oct 14, 2009).
Hamas Minister Reveals Government Support for Terrorism
The interior minister of the de facto Hamas administration describes the support his office gives the terrorist organizations operating in the Gaza Strip.
His description contradicts the claim the Hamas administration made to the Goldstone Committee, according to which it had no direct or indirect links to the terrorist organizations.
The Goldstone report had rejected Israel's position that the Hamas administration was part of the "Hamas terrorist infrastructure."
Yet statements show that the Hamas Interior Ministry is in charge of supporting the terrorist organizations in Gaza and of directing their actions according to Hamas strategy.

and all its security apparatuses
work day and night in coordination with all the wings and factions of the Palestinian resistance (Intelligence and Terrorism Information Center, Oct 29, 2009).
Hamas Boasts of 'Jihadist Coordination':
Hamas leaders recently testified to the Goldstone investigative committee on Operation Cast Lead that their organization was not behind terrorist rocket attacks on Israel, and does not support such attacks. Despite its United Nations testimony, the organization boasted last week that it supports all Gaza terrorist groups in a broad-based “jihadist coordination.”
Sanhedrin to UN: Goldstone Will Bring Judgment Upon You:
In a letter to UN Secretary-General Ban Ki-Moon and the UN's member states, the Sanhedrin warns that continued consideration of what it calls the "hostile, fallacious, and malicious" Goldstone document will bring upon the world the catastrophic events described in the Bible's Book of Joel, Chapter 4.
The Goldstone commission found Israel guilty of committing war crimes during its anti-terror Cast Lead offensive in Gaza early this year. Many in Israel feel that the commission's purpose was to categorize Israel's attempt to fight the same terrorist threat that threatens the entire world as "war crimes."
The letter states that the Goldstone Report is an "attack on the State of Israel, and thus an attack on the Jewish People, in order to try to remove it from the stage of history by an unprecedented shedding of blood - tacitly encouraging Iran and those like it to continue to develop weapons of mass destruction while the rest of the world sits by and looks on... We are convinced that the continued discussion of this report, which is lacking all moral basis, will lead the nations of the world, and all of mankind, to the judgment that will take place in Jerusalem in the Valley of Jehoshafat, as written in the Prophets and Torah of Israel."
Netanyahu on Goldstone: 'Everything We Said Was True:'
Prime Minister Binyamin Netanyahu has called on the United Nations to cancel the Goldstone Report on Operation Cast Lead following an op-ed piece written by the author of the report, retired South African Judge Richard Goldstone.
“Everything we said was proven to be true,” said Netanyahu. “Israel did not willfully harm civilians. Israel's investigating institutions are trustworthy, while Hamas investigated nothing.
“The fact that Goldstone withdrew his conclusions must lead to the cancellation of the report once and for all. We expect this farce to be rectified immediately."
Defense Minister Ehud Barak added that in order to repair the damage done by the report, the judge should present his current conclusions to all the international bodies to whom he presented the original report – and not merely give his opinion in an op-ed piece.
The IDF is “a moral army that operated according to international law,” Barak said.
In the piece published Friday in the Washington Post, Goldstone acknowledged that he had reached erroneous conclusions about Operation Cast Lead in 2008-9. “We know a lot more today about what happened... than we did when I chaired the fact-finding mission,” Goldstone wrote in the article published Friday, April 1.“If I had known then what I know now, the Goldstone Report would have been a different document” (INN).

The Norwegian FM is not in doubt: Israel has violated International Law, ”I cannot understand anything else,” Stoere says to NTB. The FM thinks the extensive destructions of factories, greenhouses and crops give evidence to Israel’s systematic strategy (ABC Nyheter, Feb 27, 2009).
The Goldstone Report generated a tsunami of anti-Israel sentiment and fueled anti-Israel campaigns, sanctions and boycots worldwide.
The big lie about Israel’s ”systematic strategy of destruction” has now been retracted. Our FM joined in spreading these lies – and only he and the UN can retract them.
US helps Israel tackle libelous Goldstone report
UN-commissioned investigator Judge Richard Goldstone has very belatedly admitted that his report on the December 2008-January 2009 unjustly accused Israel of war crimes. But that isn’t stopping the UN from continuing to use the Goldstone Report as a platform to further smear the Jewish state.

Israel officers abandon UK visit fearing war crimes arrest

The International Criminal Court
is exploring ways to prosecute Israeli commanders over alleged war crimes in Gaza. (Prosecutor looks at ways to put Israeli officers on trial for Gaza 'war crimes' (Sunday Times, February 2, 2009).
The international commission appointed by the UN Human Rights Council and headed by Judge Richard Goldstone accuses Israel of war crimes, and is passing on its recommendations to the ICC in The Hague. According to the report: "Some of the actions of the Government of Israel might justify a competent court finding that crimes against humanity have been committed," and "...the Mission finds that there have been a number of violations of international humanitarian law and human rights law."
Maj.-Gen. Locker Locked Out of Britain: Netanyahu’s military secretary, Maj.-Gen. Yohanan Locker, did not accompany him on his latest trip to London, out of concern he might be arrested (INN, May/08/11).
Israel seeks Obama backing on Gaza probe:
Israel is concerned that officers, and even senior government officials and ministers who were involved in approving the operation, would be at risk of being arrested in any country that is a signatory to the treaty recognizing the ICC in The Hague and is therefore obligated to respect its arrest warrants.
The authorities are particularly concerned about officers visiting countries that allow their legal systems "universal jurisdiction" - following complaints filed by private citizens or the initiatives of investigative judges - to try an individual suspected of war crimes in another country. Such countries include Britain, Belgium, Spain and Norway.
To date, there has only been one case of an IDF officer at risk of being tried in a foreign country - Maj. Gen. Doron Almog, former GOC Southern Command - who had to remain on board the plane when he flew to London and return to Israel for fear of being arrested, after a Palestinian group filed a suit against him for war crimes (Haaretz, 17.09.09).
Ask ICC prosecutor Luis Moreno-Ocampo to rescind the accusations against Israeli officers, commanders and politicians so that they again, freely can visit any country without being afraid of beeing arrested based on false charges. May the International Criminal Court and its honored Prosecutor help us prevent such fraud from being repeated in the future.
Muslim Student Attacks UN Rights Council for Anti-Israel Bias:
Muslim student Amran Hussain, speaking on behalf of the European Union of Jewish Students, recently spoke out for Israel a session of the
United Nations Human Rights Council
, where he castigated the Council for anti-Israel bias. “Why is Israel consistently and conspicuously singled out for condemnation on the grounds of human rights violations, yet the world turns a blind eye to the human rights situations in the Arab countries …or the Far East...or Africa?” he asked (INN, 04/05/11).
Palestinians attack Israeli school bus, pound southern Israel
Palestinian terrorists operating out of the Gaza Strip on Thursday afternoon launched a barrage of no fewer than 45 missiles, rockets and mortar shells at communities in southern Israel.
In one particularly villainous attack, a Palestinian terrorist fired a shoulder-launched anti-tank missile at an Israeli school bus on the other side of the Gaza security fence. The driver of the bus and a 16-year-old student were both wounded. The young boy remains in critical condition following emergency surgery.
The damage could have been worse. Israel’s newly deployed Iron Dome anti-missile system did manage to intercept at least one medium-range Grad missile fired at the coastal city of Ashkelon. Residents of Ashkelon later recounted the spectacular sight of the interceptor missile destroying the Palestinian missile before it could hit their battered town.
Following the deliberate attacks on Israeli civilians, Hamas and its terrorist allies in Gaza suddenly called for a ceasefire. But Israel was having none of it. Israeli warplanes attacked terrorist installations throughout Gaza overnight, including three smuggling tunnels running under the Gaza-Sinai border.
Israel was supported in its response by some Western leaders, including UK Foreign Secretary William Hague, who called the targeting of a school bus “despicable” and “cowardly.” “This attack further highlights Israel’s legitimate security concerns,” said Hague. “As I have made clear, Israel has every right to protect its people.”
Israeli President Shimon Peres, who was meeting with the UN Security Council at the time of the attack, scolded those less sympathetic to Israel’s situation. The UN wants Israel to be restrained and to meet Arab demands, noted Peres. “But can the United Nations provide a guarantee there won’t be missiles, there won’t be terror, there won’t be intifadas? ”If the UN cannot guarantee Israel’s security, “what, then, are we supposed to do with the UN resolutions?” the Israeli president asked. Peres reminded the ambassadors present that “none of you would give away the security of your own people.”
Meanwhile, Palestinian leader Mahmoud Abbas said it was all Israel’s fault. Abbas spokesman Nabil Abu Rudaineh condemned Israeli “aggression” in Gaza, and demanded that the international community rein in the Jewish state (Israel Today,
April 08, 2011).

: The family of 16-year-old Daniel Viflic is asking the public to pray for their son.He is now fighting for his life, in critical condition, at Be'er Sheva's Soroka Medical Center with extensive wounds throughout his body, particularly to his head. The Ramat Beit Shemesh resident was reportedly on his way to visit his grandparents, who live in the western Negev, when the bus was hit by the missile. The driver, also injured, suffered moderate shrapnel wounds to his legs.
Rabbis have added the name “Raphael” to Daniel's name – a traditional way of increasing one's chances of recovery. The public is asked to please pray for the life and speedy recovery of Raphael Daniel Aryeh ben Tamar (INN, 04/10/11)
'Only a Miracle Can Save Daniel' The condition of Daniel Viflic, 16, who was wounded when Gaza terrorists fired an anti-tank missile at a school bus he was in, has taken a turn for the worse. He has been in critical condition since the attack Thursday, which ministers have termed
"The situation is very critical and only a miracle will make him stronger. I was asked to conduct a kapparot ceremony as the Rishon LeTzion, Rabbi Mordechai Eliyahu Z"tzl, instructed in the past in similar cases." An additional kapparot ceremony is scheduled for Tuesday (INN, 04/12/11).
The symbolism of kapparos serves as a warning to man. If a harsh decree has been issued against the Jews, that God forbid, the flesh of our people serve as fodder for the birds and animals, we symbolically express our hope that the decree be fulfilled through the fowl that we use for “kapparos” (like “kippur”, means “atonement”), praying that we instead be granted long and peaceful lives.

PA Forked Tongue: Attacked School Bus ‘Not that Badly Damaged’

The PA tells English-speaking audiences that it does not incite against Israel and carries out punitive measures against anyone who does so. However, its message in the Arab media is entirely the opposite.

120 Gaza rockets hit southern Israel: Palestinian terrorists operating out of the Gaza Strip fired no fewer than 120 rockets and mortar shells at communities in southern Israel over the weekend, forcing the regions tens of thousands of residents to spend the Sabbath hiding in bomb shelters.
The attacks continued on Sunday morning, when an anti-tank missile was fired at an Israeli tank along the Gaza security fence, and three mortar shells landed in the fields of a nearby farming community, damaging local power lines.

A video of the laser-guided Kornet anti-tank rocket belies Hamas claims it did not know a school bus was targeted in last week’s attack that critically wounded Daniel Viflic, still hanging on to life. The Kornet is manufactured in Russia and reached Hamas terrorists in Gaza via Iran or Syria. Its advanced guidance system enables the operator to clearly identify and it a target. Its intended purpose is to attack tanks, but Hamas now has employed it against school buses (INN, 04/13/11).
Targeting civilians, is a violation of the international and humanitarian law. An indiscriminate attack on civilians constitute "war crimes", the commanders will be held responsible.

Committee documents Israeli war crimes:
The Israeli war crime documentation commission has confirmed on Friday that it continues to document war crimes as Israeli occupation forces (IOF) raided several sites in the Strip, killing 11 and injuring dozens, mostly women and children, earlier on Friday.
”The (government) commission continues to document war crimes the IOF has engaged in during the ongoing aggression on the Gaza Strip,” said Osama Saad, who heads the commission. He is also the assistant deputy of the Ministry of Justice.
He said the latest documented war crime was three phosphorous missiles fired over the Juhr al-Deek area east of the Gaza Strip's central province.
The government headed by Ismail Haneyya is continuing efforts to bring Israeli war criminals to the international criminal courts for war crimes committed against the Palestinians, Saad added.He called upon the world community to pressure Israel and help curb the onslaught against the Gaza Strip (Al Qassam, 09-04-2011).

New Hamas Weapon Alters Strategic Balance along Gaza-Israel Border
Hamas' recent use of a Russian-made, laser-guided anti-tank missile against a school bus marks a clear change in the strategic balance along the Gaza-Israel border, putting in danger tens of thousands of Israelis who drive on roads with a line of sight view from Gaza. Hamas has now shown a willingness to use a next-generation weapon against a civilian target. "Everybody should bear in mind that if this missile would have been fired five minutes before (when the bus was filled with children), we would have been witnessing a full-scale war between Israel and the Gaza Strip today," said Israeli security expert Ronen Bergman. Hamas 'Testing Iron Dome for Weak Spots:' Hamas is testing the revolutionary Israeli anti-rocket system, Iron Dome, to learn how it works and find its weak spots, security sources estimated Sunday, as terrorists continued to fire rockets at Be'er Sheva and Ashkelon.
IDF sources told Arutz Sheva's Haggai Huberman that by massive firing of rockets Hamas is trying to determine which areas are protected by Iron Dome and how effective the system is (INN, 04/10/11).

PA Group Condemns Storing Rockets in Populated Areas:
A Palestinian Authority-based human rights group has condemned the building and storage of rockets fired from the Gaza region towards Israel in densely populated areas, a fact which has led to injuries and deaths of Arab civilians.
In what it called an “unusual step”, The New York Times reported that the Palestinian Center for Human Rights (PCHR) has said that it investigated recent rocket explosions and found that locally produced projectiles had fallen on homes in Gaza or exploded in factories where they were made or stored. This resulted in several people being wounded, including a 22-year-old woman and her seven-month-old baby.
The group called on Gaza’s Hamas-led government “to open serious investigations into the circumstances of the three reported incidents and to take measures necessary to protect Palestinians and their property.”
It noted that “members of the Palestinian resistance continue to store explosives or to treat such explosives in locations close to populated areas. This poses a major threat to the lives of the Palestinian civilians and constitutes a violation of both International Human Rights Law and the International Humanitarian Law.” (INN,

continues building its army
in direct violation of the UN-mandated ceasefire resolution ending the Second Lebanon War.
A memo from the IDF brass to Israeli embassies on Thursday to Israel details the acceleration of Hizbullah's fortification of the volatile border region since the end of the 2006 Lebanon war.
The memo says, "Hezbollah has built as many as 550 bunkers in the southern Lebanon region, holding various weapons. In addition, the organization has built 300 underground facilities and 100 storage units for munitions including rockets, missiles and other weapons." "Many of these terror centers are located near hospitals, private homes and schools, Hezbollah's way of taking advantage of the civilian population of Lebanon," the memo said, citing Hizbullah's well-established tactic of placing fighters and munitions among civilians - a war crime - in order to create bad press for Israel when civilians become collateral damage in strikes on such targets (INN, 04/01/11).
